Yea~~I think Hikaru needs Haruhi more than Tamaki. He's already becoming a better person through meeting her. Imagine if they ever develop their relationship to something wonderful *O* Hikaru has so much room to grow which I wish it was through being with Haruhi XD It's more harder for Hikaru to be grow by just anyone which makes Haruhi much more special.
As for Tamaki, he's just positive and is likeable by anybody even Haruhi. You just can't hate him! XD; But I don't think he needs just Haruhi. He has everyone. Kyouya, his father, the host members, the fangirls, etc. He has all the support if he need it. And in vice versa, Haruhi doesn't necessarily need Tamaki. She's already a wonderful independent person who opened with everyone in the club. She could have gratitude to Tamaki for making this all happen, but I dun see it as so much as romantic like how Tamaki changed the other host members. She doesn't necessarily have to rely on Tamaki.
She could learn from him as a senpai to become a better person but not necessarily fall in love with him. haha. Tamaki is more like a savior to me that save people and would leave a lasting impression for everyone. I just wish he was one of those chara that doesn't get romantically involved with anyone XD
