i asked the editor of ouran and she said:

"The best thing to do would be to send the letter directly to me. For
some reason all the mail gets to magazines and then it doesn't get
passed on to the editors to send to Japan. If your friend sends the
letter to me, I can make sure it goes to the "send to Japan" file. :) "

so yeah, directly to the viz editor is best~
